I too truly admire Rasmus, but If want to share my experience:

In my design team we have a grading system to assess product designers based on competencies like business context, data literacy, teamwork, time management and so on. We also have defined a design system skill that “file hygiene" is one it’s attributes, meaning designers should have an organized file, and it really makes collaboration easier and makes auditing faster for our system designers, but naming layers is not necessary. But for our system designers in the Design System team it is necessary to name all layers and frames inside a component. and I think that’s the case with Joey Banks too.
